Competence

There are three levels of competence recognised within BS 7671:

Skilled person

  • A skilled person is defined as: ‘ A person with technical knowledge or sufficient experience to enable him/her to avoid dangers which electricity may create’

An instructed person

  • An instructed person is defined as ‘A person adequately advised or supervised by skilled persons to enable him/her to avoid dangers which electricity may create.’

An Ordinary person

  • An Ordinary person is defined as: ‘ A person who is neither a skilled person nor a instructed person

Everyone must be trained to do the task they are allotted to do. The electrotechnical industry is a skilled occupation,.

 

Checking competency

There are several schemes available for checking the identity and competency

CSCS – Construction Skills Certification Scheme

To hold a CSCS card the employee must have demonstrated their occupational competence and, in most cases, passed the Construction Skills Health and Safety Test within the previous two years.
